1. AIMS & OBJECTIVES:
DSFDC is a State level institution for financing, facilitating and promoting the economic developmental activities for all-round development and economic upliftment of the members of Scheduled Castes/ Scheduled Tribes/ Other Backward Classes, Minorities and Handicapped who are living below the poverty line in National Capital Territory of Delhi through:-
- Formulation of economic development schemes;
- Mobilizing institutional credit; and
- Functioning as promoter and catalyst.
2. MISSION:
DSFDC is a non-profit making organization which is set up to assist the members of SC/ST/OBC/Minorities & Handicapped by:-
- Formulating identifying and selecting various economic development schemes;
- To impart training to young persons belonging to the target group n various income generating/ job oriented courses.
3. BRIEF HISTORY:
DSFDC is a fully owned Government of NCT of Delhi undertaking and is governed by the Board of Directors with representatives from Central Government, NCT of Delhi, Central level Government Agencies and eminent public men recognized for their services to the target group. This Corporation was incorporated on 29th January, 1983 under the Companies Act, 1956. The DSFDC has an Authorized Share Capital of Rs.100 crores. The functioning of this Corporation are grouped into Small and Large Loan Projects, Bankable Loan Schemes, Training, Transport Loan Projects, Follow up & Recovery, Finance & Accounts, Personnel & Vigilance, General Administration, Planning, Publicity and Business Development. The Corporation has its head quarters at Ambedkar Bhawan, Institutional Area, Rohini and presently, has been operating from three Branch Offices i.e. Mangol puri to cater to the needs of residents of North West District; Nand Nagri to cater to the needs of residents of North East District and Battery Lane, Rajpur Road to cater to the needs of residents of Central and Southern Districts of Delhi. The Corporation is planning to open another Zone in Ambedkar Nagar vicinity to provide facility to the residents of southern Delhi.
DSFDC has been designated as State Channelising Agency of following National level Apex Corporations:-

5. ECONOMIC DEVELOPMENT SCHEMES:- Loan Schemes for all target groups:
- Loans up to Rs.50,000=00 for petty bankable schemes (Rs.1,00,000=00 in case of Handicapped);
- Loans up to Rs.5,00,000=00 for setting up of industrial unit or any other venture;
- Educational Loan up to Rs.7,50,000=00 (if studying in India and Rs.15,00,000=00 if studying abroad);
- Loans for purchase of transport vehicles-as and when scheme is announced by the Transport Department;

7.WORKING HOURS:
9.30 a.m. to 6.00 p.m.(Lunch 1.30 p.m. to 2.00 p.m.)
8. GRIEVANCES REDRESSAL MECHANISM:
The DSFDC has set up a public grievances cell to redress the grievances of the applicants under different schemes. The Managing Director also hears the public during 12 O’Clock to 1.00 p.m. A suggestion/ complaint box has also been provided at HQ vis-à-vis at all Zonal Offices. Any letter of querries/ clarification or grievances coming to the Corporation is replied within 2 weeks. Where comments of other sections are to be obtained, reply to the aggrieved is sent within 6 weeks. Higher authorities including concerning Officers are available in the office from 11.a.m. to 1.00 p.m.
9. All VIP references coming from Ministers/ MPs and MLAs are quickly disposed off/ replied within 15 days.
10. In order to keep the target group aware of the various schemes, periodical advertisements are published in the leading newspapers.
11. Selection of beneficiaries is done through open interviews and “Draw of Lots”, where-ever necessary, in the presence of Senior Officers of the Corporation and other Departmental Officers to ensure transparency.
12. The Corporation owns one Mobile Van, whenever the need arises, the same is deployed in cluster areas and areas dominated by target groups for door to door publicity and mass awareness of the schemes implemented by the Corporation.
